TS SSA School Complex and MRC Grants Utilization Guidelines 2015-2016

Sarva Shiksha Abhiyan, Telangana, Hyderabad issued Guidelines on the utilization of Grants 2016-2017. The following guidelines are issued for utilization of various grants that is  School Complex and MRC Grants will be released under Sarva Shiksha Abhiyan during 2016-2017.


MRC Grants Utilization Guidelines 2016-17:

Subject: Sarva Shiksha Abhiyan, Hyderabad - Planning & MIS - Release of MRC Grant to 467 Mandal Resource Centers in the State - Guidelines communicated - Reg.

Reference: This office Proc.Rc.No.even, Dt:l0.01.2017 and 28.01.2017

All the District Educational Officers & Ex-officio District Project Officers in the State are informed that MRC grants are released to 467 MRCs in two installments i.e., Rs.20,000/- (1st installment) and Rs.30,000/- (2nd installment) for the year 2016-17 vide references cited above. The detailed guidelines for utilization of MRC grants are enclosed herewith. Hence, they are directed to communicate the same to all the Mandal Educational Officers of 467 mandals and inform them to utilize the grants as per the guidelines strictly.

Telangana Sarva Shiksha Abhiyan, Hyderabad Guidelines on the utilization of MRC Grants 2016-17
MR,C Grant - Rs. 80, 000/-per MRC per year
A. Contingent Grant - Rs. 50,000/- per annum
> Maintenance of computers and printer: 3000
> Rs. 750/- per month for phone and internet: 9000
> Rs. 500/- per month for MEOs cell phone: 6000
> Rs.1000/-per month for Electricity charges: 10000
> Stationery, Xerox, office maintenance, postage: 6000
> Maintenance of toilets@ ~1000/- for 12 months: 12000
> Minor repairs to floors, windows, doors, TV, radio,ROT, printers etc.,: 4000

B. TA, TLM and meetings - Rs. 30,000/- per annum
> FTA to MEOs
For 20 days tour in a month Rs.1000/- for 12 months: 12000
(MEO shall submit the school visit reports to DEO for certification I counter signature)
> Conduct of meetings-providing tea and snacks  to the participants: 6000
> Reference books, magazines, News-paper etc: 2000
> Melas, Talent Search Examinations etc: 3000
> Drinking water charges: 5000
> Procurement of TLM: 2000
Stock register should be maintained for purchases of items. Particulars of procured item should be entered in the stock register.

PD TS SSA, Rc.No.1835/TSSA/Plg/T7/2014 Dated: 17-12-2015; TSSA, Hyderabad- MRC grants and School Complex grants for the year 2015-16 - Guidelines - Communicated, All the Project Officers of Telangana Sarva Shiksha Abhiyan in the state,  are informed that budget towards MRC grants and School Complex grants for the year 2015-16 has already been released to the District Project Offices recently. Now, the detailed guidelines for utilization of the above grants are communicated herewith.

Therefore, the Project Officers are requested to release the grants to the Mandal Resource Centers and School Complexes of their respective districts immediately and communicate the guidelines to the Mandal Education Officers and Headmasters of School Complexes with instructions to utilize the grants as per the guidelines.



School Complex Grant (@ Rs. 22,000/- per annum)
A. Contingency Grant - Rs.10,000/-
  1. Procurement of DVD Player, CDs, DVDs Digital Camera and Radio, maintenance / procurement of ROTs for Mana TV programmes.
  2. Permanent TLM material for preparation of TLM.
  3. Procurement of Registers, Records, Stationary etc.
  4. Teacher Reference Books.
  5. Conducting of cluster level competitions to children.

B. Meetings and TA Grant - Rs. 12,000/-
  1. Cell phone charges to School Complex Head Master @ Rs.200/- per month for 12 months - Rs. 2,400/- per year.
  2. Providing Tea and Refreshments to the participants @ Rs.300/- per month - on an average Rs. 3600/- per year.
  3. Conveyance for school visit to the School Complex HM @ Rs. 300/- per month - Rs. 3,000/- per annum (Minimum 10 days tour in a month) subject to furnishing school visit report to DPO / DEO
  4. Postage / Xerox etc - Rs. 1000/- per year
  5. Melas, Talent Search Examinations, Documentation, Water and other contingencies etc. prizes / food or chocolates to children - Rs.2000/- per year.
  6. Others if any as per requirement from the savings of the above items.

Mandal Resource Centre Grant
MRC Grant - Rs. 80,000/- per MRC per year (Comprising of A, B)
A. Contingent Grant - Rs. 50,000/- per annum
  1. Rs. 500/- per month for phone and internet-Rs. 6000/-
  2. Rs. 500/- per month for MEOs cell phone - Rs. 6000/-
  3. Drinking water charges @ ,7250/- per month - Rs. 3000/-
  4. Rs.1000/-per month for Electricity charges(12months)- Rs. 12000/-
  5. Stationery, Xerox, office maintenance, postage Rs. 6000/-
  6. Maintenance of toilets @ ,! 500/- for 12 months Rs. 6000/-
  7. Minor repairs to floors, windows, doors, TV, radio, - Rs.5000/- ROT, printers etc.,
  8. Provision for purchase of Almarah, printer, digital - Rs.6000/- Camera (As per need priority basis)

B. 1. TA and meetings — Rs. 20,000/- per annum
  1. FTA to MEOs (as per GO Ms.No.99, Dt:6.4.10)For 20 days tour in a month Rs.1000/- for 12 months- Rs.12000/-
  2. MEO, MRPs should submit the school visit reports
  3. Conduct of meetings, providing tea and snacks to the participants Rs. 8000/-

2. TLM - Rs. 10,000/- per annum
  1. Procurement of permanent TLM / DVD, CDs, Radio Rs. 5000/- Digital Camera etc.,
  2. Reference books, magazines, News paper Rs. 2000/-
  3. Melas, Talent Search Examinations etc Rs. 3000/-
  4. Stock register should be maintained
  5. Particulars of procured item should be entered in the stock register.

General Guidelines
  1. School Complex and MRC grants shall be drawn every month as per monthly requirements only.
  2. The DIET, DPO staff, MEO shall monitor the utilization of grants and record in the academic guidance register and furnish report to the DPO and SPO. Necessary action may be taken based on the observations made during their visits.
  3. The State Level Observers shall also visit sample schools, MRCs and School Complexes and observe the utilization of grants and recommend appropriate measures and action.
