The Government have been providing necessary annual budgetary allocations and sanctioning Toilets and Drinking Water facilities etc., to the School in Government/ZPP/MPP under RMSA/SSA/Nirmal Bharat Abhiyan with a view that each and every school should have basic amenities in proportion to the number of Children in a School.
Recently under Swachh Vidyalaya Programme, new toilets construction and repairs of dysfunctional toilets have been taken up in all the required Schools through SSA and with the involvement of PSUs & Corporates under Corporate Social Responsibility Fund. The toilets are to be maintained on daily basis in hygienic conditions in the schools so that they may not become dysfunctional.
As per orders of the Hon'ble Supreme Court in Contempt Petition (Civil) No.532 /2013 in W.P.(Civil) No. 631/2004, the Committee of the Hon'ble Supreme Court has visited (7) districts in the State of Telangana and proposed to visit the remaining (3) districts also for verification on the availability of toilet and drinking water facility in the Government Schools of Telangana State. As per the report of the Committee of the Hon'ble Supreme Court received for (6) districts already visited by them, in most of the schools the toilets are not maintained in hygienic conditions. This may be due to non• availability of separate grant for maintenance of toilets in the Schools.
There is an urgent necessity to provide a separate grant to the Government Schools for maintenance of toilets so that the children studying in the schools are provided with functional toilets with clean and hygienic atmosphere separately for boys and girls and the toilets that are constructed and repaired recently under Swachh Vidyalaya Programme may not get dysfunctional in future.
In the 2nd Executive Committee meeting of TSSA Society held on 01.10.2015 the Executive Committee agreed for re-appropriation of an amount of Rs.9.44 Crores from the available budget in Community Mobilization and all the savings of SSA towards maintenance of toilets and drinking water facility in 10,585 Schools in 10 districts of the State basing on the enrollment for the period from October, 2015 to March, 2016 to address the recurring problem and also to comply with the directions of Hori'ble Supreme Court.
The above Grant is in addition to utilization of Rs.250/- per month from the Sarva Shiksha Abhiyan (SSA) Maintenance Grant to all the Schools and utilization of Rs.750/- per month given under Rashtriya Madhyamika Shiksha Abhiyan (RMSA) Grant to all the High Schools which can be used by the Headmaster for purchasing of cleaning materials.
Hence, all the Project Officers are hereby permitted to release the grant to the Schools for maintenance of School Toilets as mentioned above for the period from October, 2015 to March, 2016 duly re-appropriating the budget available under Community Mobilization and savings of SSA as shown below:
They are also requested to see that the grant being provided as above has to be compulsorily utilized exclusively for maintenance of School Toilets and the toilets in the respective schools should be maintained in clean and hygienic conditions so that the children are provided functional toilets. They should take all measures for proper utilization of grant and any failure in complying the instructions shall lead for initiation of disciplinary action against the concerned without any notice.
Further, the Project Officers are ordered that in respect of remaining schools i.e., Primary, Upper Primary and High Schools under the State Government and Local bodies, 25% of the Maintenance Grant provided by SSA and RMSA every year to the Schools may be utilized for daily maintenance of toilets so that the toilets are maintained in clean and hygienic atmosphere.
The Project Officers are requested to furnish compliance within a week in the matter
