AP Govt plans Reforms in Administration of Education department:
1. Creation of Two DEO posts in dist one For Administration and second for Academic
2. Creation of Chief Education Officer / join director cader posts @ 1 for Each dist Total 13 posts
3. SSA DPO posts shall be continued
4. All present DEOs will get promotions As J.D's and all DyEOs get DEO promotions
5. If presidential orders for local caderization over 70% of DyEOs posts fill by promotions from HM Posts
6. Govt directs all RJDs and DEOs suggestions and views on Administrative Reforms
Three tier structure from State to District level:
In this connection, I submit that, at present the Administration of School Education Department is functioning with three tier structure from State to District level as follows:
- State Level with the Secretary, School Education & HOD i.e. Commissioner of School Education.
- Regional Level there are three Regional Joint Directors of School Education at Kakinada, Guntur and Kadapa.
- District Level with District Educational Officer for each District assisted by Deputy Educational Officers at Divisional level and Mandal Educational Officers at Mandal level.
Further, I am to state that as per DISE 2014, there are 61128 schools in the State. This includes 40,329 Primary Schools, 9811 Upper Primary Schools and 10982 High Schools are functioning under all managements. The details are as follows.

In this connection, I submit that in each District there are a minimum of 3,350 schools with 14,750 teachers and maximum of 6,323 schools with 31,612 teachers per district. On an average there are 4700 schools and 22,300 teachers working. In addition, to the above schools and teachers, there are 13 Govt. DIETs and 536 private D.Ed. Colleges, 3 IASEs and around 1000 Private B.Ed. Colleges are functioning.
Monitoring various programmes/schemes:
The District Educational Officers are the appointing authority for the posts of SGTs & School Assistants and equivalent categories. Besides they are monitoring various programmes / schemes i.e. Mid Day Meals, Sarva Shiksha Abhiyan, Rastriya Madhyamika Shiksha Abhiyan, A.P. Model Schools, AP Open Schools, Information, communication Technology (ICT), conduct of various examinations etc.,
Regional Joint Director/RJD:
The Regional Joint Director of School Education is inspecting the offices of District Educational Offices in their respective Zones. They supervise the work being done by District Educational Officers, Regional Inspectors of Physical Education, Deputy Educational Officers, Deputy Inspector of Schools / Mandal Educational Officers particularly their visits and inspections to schools. Service matters of Headmasters of High Schools and Mandal Educational Officers and Lecturers of DIETs, granting permission to recognition to High schools, implementation of major programmes / projects like Rastriya Madhyamika Shiksha Abhiyan, Mid Day Meal, UDISE – Aadhaar seeding, conducting of Inspire Science Exhibitions and Kala Utsav’s etc. are involving lot of manpower, industry and taking lot of time. Due to the heavy workload, the District Educational Officers are unable to ensure effective supervision of academic work. They find it difficult to monitor & administer the above institutions and teachers, consequently the quality of education is being effected adversely.
Sarva Shiksha Abhiyan Programme:
It is also to be kept in view that unlike in many States the Sarva Shiksha Abhiyan Programme at District level is functioning in a parallel manner, with District Educational Officer and Project Officer & DPO Team reporting separately to the District Collector, resulting in poor coordination, inadequate monitoring academic standards in Primary Schools & sub optimum utilisation of resources.
Strengthen the District Educational offices
In view of the above facts, it is proposed to strengthen the District Educational offices by posting one officer in the cadre of Joint Director of School Education in the District for effective supervising, Monitoring and coordination of the various programmes / schemes etc.
The Joint Director cadre officer will be the head of the District for School Education Department. He may be designated as Chief Educational Officer or Joint Director of School Education. To assist him one District Educational Officer (Academic), one District Educational Officer (Administration) are required.
District Educational Officer (Academic):
The District Educational Officer (Academic) will focus on academic activities like trainings, monitoring, visits, inspections of institutions and will take care to improve the learning levels among the students. So there is a need for District Educational Officer (Academic) to look after academic activities effectively.
District Educational Officer (Administration)
The District Educational Officer (Administration) may look after the service matters of teachers i.e. appointments, promotions, transfers and departmental programmes like distribution of Text Books, monitoring and implementing of plan schemes, conduct of examinations and preparing budget etc.. The present Project Officer, SSA will work under the Chief Educational Officer or Joint Director of School Education.
The expenditure being incurred for the existing O/o. Regional Joint Directors of School Education is as follows:

As per the above, the expenditure for 3 existing Regional Joint Directors of School Education office is Rs.330.00 lakhs. The existing 3 Regional Joint Directors of School Education at Kakinada, Guntur and Kadapa may be converted as Chief Educational Officers or Joint Director of School Education in the same Districts
Where as for creation of 10 Chief Educational officers in the cadre of Joint Director of School Education and 13 Educational Officers in the care of District Educational officer expenditure per annum is as follows:

As such against the current expenditure of Rs.3.30 crores, the anticipated expenditure for District Officer / Joint Director is Rs.2.75 crores. There is saving of Rs.54.40 lakhs to the Government exchequer
The existing establishment of Regional Joint Director, Assistant Director, Superintendent, Senior Assistants, Junior Assistants etc. will get adjusted in the existing posts of DEO Office and in the College of Education /DIETs.
Strengthen the existing District Educational Offices:
In view of the above facts, it is proposed to strengthen the existing District Educational Offices by posting Joint Director of School Education as Chief Educational Officer (or) Joint Director of School Education and Educational Officer in the cadre of District Educational Officer as per the following:
1. The existing 3 Regional Joint Directors of School Education (i.e. Kakinada, Guntur and Kadapa) may be converted as Chief Educational Officers or Joint Director of School Education and posted in the same Districts.
2. For the remaining 10 Districts, 10 posts of Chief Educational Officers or Joint Directors of School Education may be created in the cadre of Joint Director of School Education in the District.
3. The existing 13 District Educational Officers may be re-designated as Educational Officer (Administration).
4. To create 13 Educational Officers (Academic) in the cadre of District Educational Officer in 13 Districts.
5. There is no financial implications for creation of 10 Chief Educational Officers (or) Joint Director of School Education and 13 Educational Officers and there is saving of Rs.54.40 lakhs due to suppressing of existing Regional Joint Director of School Education offices in the Districts.
In view of the above, I request the Government kindly to issue necessary orders in the matter.
