Kalyana Lakshmi: A one-time financial assistance of Rs 51,000 will be provided to the bride’s family at the time of marriage to meet the marriage related expenses. A Telangana resident girl, over 18 years of age, belonging to SC or ST communities with a combined annual income of her parents not exceeding Rs 2 lakh is eligible for the Scheme. The Scheme startef from 2 October, 2014. Under the Scheme, a one time financial assistance of Rs.51,000/- shall be granted to every SC/ST Girl before the marriage provided an application is submitted at least one month in advance from the date of marriage
Deputy Chief Minister Kadiyam Srihari assured the Telangana Legislative Assembly that the State Government would consider extending the benefits of ‘Kalyana Laxmi’ to Backward Classes and the Deputy CM informed that so far Rs. 337 crore have been released for ‘Kalyana Laxmi’ and ‘Shaadi Mubarak’ schemes. Furnishing the details, he said so far 41,123 people benefitted from Kalayana Laxmi Pathakam. They include 26,840 from Scheduled Castes and 14,283 from Scheduled Tribes. As many as 20,495 people benefitted from Shaadi Mubarak scheme. So, the Telangana Government extended the Kalyana Lakshmi scheme to girls belonging to the Backward Classes. Kalyana Lakshmi to the BCs to provide financial assistance of Rs 51,000 to BC girls too at the time of their marriage.

Government of Telangana envisions the overall development of the Backward classes and in particular the unmarried Girls belonging to the Socially and Educationally Backward Classes communities who are the disadvantaged section of the society. In pursuance of this vision, the Government of Telangana proposes to introduce the scheme of Kalyana Lakshmi Pathakam to all the Socially and Educationally Backward Classes / Economically Backward Classes unmarried girls on their marriage with a view to alleviate financial distress in the family. Under the scheme, a one time financial assistance of Rs.51,000/-(Rupees Fifty One Thousand only) at the time of marriage shall be granted to every SCBC / EBC girl with effect from April, 1st 2016 subject to the following guidelines given as under:
(a) The unmarried Girl shall belong to BC / EBC communities.
(b) The unmarried Girl shall be a resident of Telangana State.
(c) The unmarried Girl should have completed 18 years of age at the time of Marriage.
(d) The combined income of Parents of BC/ EBC girl shall not exceed Rs.2,00,000/- per annum.
(e) The Wedding of the BC / EBC girl shall be on or after April, 1st 2016.
Procedure for application and processing:
a) Applicant shall apply online for the Telangana “Kalyana Lakshmi Pathakam” by accessing the website at the following site: http://epasswebsite.cgg.gov.in through any MEESEVA Center or may submit their application directly at the Tahsildar Office.
The following documents/certificates shall be submitted:
i) Date of birth – Issued by the competent authority.
ii) Caste Certificate – Issued by the Competent authority.
iii) Income Certificate (the certificate shall be latest and shall not be older than six months from the date of marriage).
iv) Aadhaar card of the bride and bride groom to be scanned and uploaded as mandatory in the scheme
v) A scanned copy of the first page of the Bank Pass Book
(Saving Account) containing the photo of the bride and the account details in the name of the bride and wherever Jan-Dhan Yojana bank account is available, SCCD norms will be observed.
vi) Wedding card (if available).
vii) Letter/Certificate by the Stamps and Registration Department / Gram Panchayat / Church / Mosque / any other authority / institution which has performed the marriage shall be submitted.
The Kalyana Lakshmi Pathakam cannot be combined with any other scheme such as the incentive award for inter-caste marriage. The Kalyana Lakshmi Pathakam is only a one time financial assistance and can be availed only once in the life time of the bride.
The Deputy Director / District BC Welfare Officer of the BC Welfare Department of the concerned District shall process the application and after due verification of the documents along with Revenue staff and by the field staff, (ABCWOs and HWOs) shall sanction the amount payable in the bank account of the Bride as furnished.
The Commissioner, Backward classes Welfare Department and I & PR Department shall ensure wide publicity of the scheme.
The expenditure is debitable to the following head of account:

The Minority Communities (listed in the Annexure to the GO) included in the List of Socially and Educationally Backward Classes of State of Telangana in G.O.Msd.No.4, BCW (OP) Department, Dt.30.01.2016 will be continued to be covered under “Shaadi Mubaarak Scheme” of Minority Welfare Department” and do not come under “Kalyana Lakshmi Pathakam” of BC Welfare Department.
Marriage Registration Certificate is mandatory to avoid bogus claims as per Registration of Marriages under Marriage Registration Act. ABCWOs / HWOs are to be involved in the process of verification along with Revenue authority. The Commissioner, Backward Classes Welfare Department shall take necessary action accordingly. This order issues with the concurrence of Principal Finance Secretary, vide U.O.No.691/PFS/2016, Dated.19.04.2016.
He said that Chief Minister K Chandrashekar Rao had understood the financial crises being faced by SC and ST parents in performing the marriages of their girls, and to alleviate the financial distresses in such families, had decided to sanction a one-time financial assistance of Rs 51,000 at the time of their marriages.
