In the G.O. 1st read above, Government have issued orders according permission for establishing Forest College and Research Institute within the premises of existing Mulugu Forest Research institute in Narsampally RF, Medak District duly allocating required budget of Rs.45.79 crores towards the capital expenditure and Rs.6.80 crores towards the recurring expenditure. In the letter 2nd read above, the Prl. Chief Conservator of Forests (HoFF), Telangana, Hyderabad has submitted a proposal to Government for Constituting Governing Board for conduct of all administrative affairs, and Academic Council for finalising the Course Curriculum of Telangana State Forest College and Research Institute (TSFCRI). After careful examination of the proposal of the Principal Chief Conservator of Forests (HoFF), Telangana State, Hyderabad, Government hereby constitute Governing Board for conduct of all administrative affairs, and Academic Council for finalising the Course Curriculum of Telangana State Forest College and Research Institute (TSFCRI), with the following composition, and terms and conditions:

1. The tenure of office:
i) The term of the members of the Governing Board, other than the Ex- officio members, shall be (3) The term of (3) years shall be reckoned from the date on which the notification constituting the Board is issued.
ii) Whenever a vacancy occurs among the members of the Board by reason of resignation or any cause other than expiry of the term, the vacancy shall be filled with the approval of the Government and the person nominated shall hold the office for the residuary period of the
iii) All members of the Board other than the Ex – offico members, shall discharge function of the Board till such time the new Board is reconstituted on expiry of the term by the Government.

2. The Governing Board shall have following powers and functions:
A) The Board shall be responsible for the conduct of all administrative affairs of the Forest College and Research Institute, Mulugu, Medak Distri
B) Without prejudice to the generality of the foregoing powers, the Board shall exercise and perform the following powers and functions:
i. To approve the annual, revised or supplementary budget estimates, annual report of the Institute together with the annual accounts of income and expenditure of the inst
ii. To provide for the administration of any funds placed at the disposal of the Forest College and Research Institute for the purpose intended.
iii. To consider and approve the recommendations of the Academic Board.
iv. To consider and recommend for the creation of new departments, new faculties and research centres on the recommendation of the Academic Council as the case may be.
v. To determine and regulate all the policies relating to the affairs of the Institute, in accordance with the rules and regulations of the affiliated University and
vi. To appoint such committees either standing or adhoc as the Board may consider necessary. vii. To approve Agreements, Contracts and documents on behalf of the Institute and vary and rescind such Agreements, contracts and documents. viii. The Board may for purpose of consultation invite any person having practical experience or special knowledge of any subject to attend its meeting. A person attending such meeting shall be entitled to such allowances as may be prescribed. The Board shall meet at such time and place as it deems necessary, but it shall hold a meeting minimum once in (6) months.

3. Quorum: Six members of the board including the Chairman shall from the quorum at any meeting of the Board.
4. The Non official members are entitled for a sitting fee of 2000/- per meeting
5. The T.A & A shall be applicable as eligible and for non official as per actuals.
6. The expenditure shall be charged to the existing Head of account in
Forest Department.

2. The Powers and functions of the Academic Council shall be as follows: 
i) The Academic Council shall, subject to provisions of the Act and statues of Sri Konda Laxman Telangana State Horticulture University shall have power of prescribing syllabus, course structure and schemes of examination of the Instit
ii) To make recommendations rules and regulations in consistence with the provision of the Act and statues of Sri Konda Laxman Telangana State Horticulture University relating to all academic matters for the maintenance of standards.
iii) To make recommendations for the Constitution or Re- Constitution of Department / Faculties of teaching of the institute.
iv) To make recommendations regarding the admission of students to the Institute and determine the number of students to be admitted in each course offered by the Instit
v) To make recommendations and advice on the matters relating to management of libraries and laboratories establis
vi) To recommend the qualifications for teaching and laboratories sta
vii) To make rules and regulations to the conduct of examinations and to maintain and improve standards of education. viii) To exercise such other powers and perform such other functions as may be prescribed. The Academic Council shall meet at least once in 6 months.
3. Quorum: Half of the members of the Academic Council shall form a quorum at the meeting of the Board.
4. The Non – official members are entitled for a sitting fee of Rs.2000/- per meeting.
5. The T.A & A shall be applicable as eligible and for non officials as per actuals. Governing Board Meeting expenditure in a financial year.
6. The expenditure shall be charged to the existing Head of Account in Forest Department. The person-in-Charge shall implement the decision approved by the Board from time to time. The Principal Chief Conservator of Forests, Telangana State, Hyderabad shall take further necessary action, accordingly.
