D.O.Lr.No.F.11/145/2015-CD-l, dated 06.04.2016 jointly issued by the Ministry of Drinking Water & Sanitation, Ministry of Panchayat Raj and Ministry of Human Resource Development (Dept., of School Edn., & Literacy), Government of India, New Delhi addressed to the Chief Secretary, Govt. of Telangana, Hyderabad.

All the District Educational Officers and the Project Officers, SSA in the State are informed that the Ministry of Panchayat Raj, GoI issued certain guidelines in the reference 2nd cited on provision of water supply and sanitation in Schools using Fourteenth Finance Commission (FFC) Grants by informing that the Fourteenth Finance Commission has accorded priority to provision of basic services in the utilization of its grants with primacy given to water supply and sanitation. The States also advised to instruct Gram Panchayats to give priority to the provision as well as repair of drinking water systems including for hand wash and toilets in the Schools.

They are further informed that in the reference 3rd cited, the three Ministries of GoI i.e., the Secretary of Ministry of Drinking Water & Sanitation, the Secretary, Ministry of Panchayati Raj and the Secretary, Ministry of Human Resource Development Department of School Education & Literacy jointly wrote a letter to all the State Governments mentioning that the Fourteenth Finance Commission has devolved substantial grants to the Gram Panchayats to be spent on basic services of which special priority is indicated for Water Supply and Sanitation. It was informed that:
a. Gram Panchayats may take the lead in convening meetings with Parent Teacher Association of the Schools and Village Education Committee and put in place proper arrangements for regular cleaning of the School toilets and for disposal of solid and liquid waste generated in the Schools, and may support such activities.
b. Parent Teacher Associations may be asked to approach the Gram Panchayats and indicate the need for proper water supply and sanitation systems as their priority and also raise this in Gram Sabhas.
They are informed that a proposal was already submitted to the Government (PR & RD department) for providing the required amenities such as Additional Toilets required as per 1:80, running water facility to toilets in the required Schools and providing battery of taps in the Schools as per U-DISE data of the year 2015-16.

Guidelines:
In this connection, the following guidelines are issued for strict compliance by the District Educational Officers and the Project Officers (SSA) in the State.
1. Immediately appraise the guidelines issued by the Ministry of Panchayat Raj, Gol and guidelines jointly issued by the three Ministries of Gol i.e., the Secretary of Ministry of Drinking Water & Sanitation, Secretary, Ministry of Panchayati Raj and Secretary, Ministry of Human Resource Development Department of School Education & Literacy, Gol to the District Collector & Chairman,
SSA in regard to utilization of Fourteenth Finance Commission (FFC) Grants by the Gram Panchayats towards water facility and sanitation in the Schools.
2. Appraise the status on requirement of additional toilets as per 1:80, running water facility to toilets in the require Schools and providing battery of taps in the required Schools in the district as per U-DISE 2015-16 that is provided in Annexure I, II & III.
3. A meeting may be organized at the District Level with the concerned District Officers such as Superintending Engineer (RWS&S), Superintending Engineer (PR), Project Director (DWMA), District Educational Officer and the Project Officer (SSA) under the chairmanship of the District Collector & Chairman (SSA) regarding Gram Panchayats to give priority as well as repair of drinking water systems including for hand wash and toilets in the Schools. Further, the Gram Panchayats may take the lead in convening meetings with Parent Teacher Association of the Schools and Village Education Committee and put in place proper arrangements for regular cleaning of the School toilets and for disposal of solid and liquid waste generated in the Schools.
4. Issue instructions to the Parent Teacher Associations to approach the Gram Panchayats and indicate the need for proper water supply and sanitation systems as their priority and also to raise this in Gram Sabhas.
5. It is the responsibility of the District Educational Officers and the Project Officers to take lead role in this aspect and pay their personal attention on issue of necessary instructions by the District Officials of PR and RWS & S departments on allocating the funds by Gram Panchayats under Fourteenth Finance Commission (FFC) Grants towards provision of additional toilets as per 1:80, running water facility to toilets in the require Schools and providing battery of taps in the required Schools and also arrangement for regular cleaning of the school toilets including disposal of solid and liquid waste generated in the Schools by Gram Panchayats.
6. They should take the lead role that these arrangements are made at all the School points before the Schools reopen in June, 2016 as per directions of the Government in the reference 5th cited.

This should be treated as TOP PRIORITY to take immediate action in the matter and furnish Compliance Report to this office within a week.
