NMMS, NSIGSE Beneficiaries list/ Proposals Online submission on Naional Scholarship Portal: Online submission of proposals/ list of beneficiaries under NMMS, NSIGSE on National Scholarship Portal(NSP), Scholarships disbursement through Aadhaar Payment Bridge (APB),Direct Benefit Transfer(DBT), Aadhaar enrolment and seeding of bank accounts with Aadhaar, Scholarship Amounts to Directly go to Students Bank Accounts: Government of India, Ministry of Human Resource Development, Department of School Education & Literacy has sent a letter to Principal Secretary/Secretary (Education) (In-charge of Secondary Education), All States/UT Administrations. Subject: On-line submission of proposals/ list of beneficiaries under National Means-cum-Merit Scholarship Scheme (NMMSS) and National Scheme of Incentive to Girls for Secondary Education (NSIGSE) of the Department of School Education & Literacy on National Scholarship Portal (NSP 2.0). This has reference to submission of proposals/lists of beneficiaries under the Centrally Sponsored Schemes of the Department of School Education & Literacy viz. National Means cum-Merit Scholarship Scheme (NMMSS) and National Scheme of Incentive to Girls for Secondary Education (NSIGSE) on National Scholarship Portal (NSP 2.0).

In an effective DBT mode, the disbursement of scholarships through Aadhaar Payment Bridge (APB) ensures that benefits go to individuals bank accounts electronically, cutting down delays and avoiding the possibility of duplicate/bogus entries. For making payment through APB directly into the bank accounts of the beneficiary students, aadhaar number should be seeded with bank account number of the student. A d.o, letter no. 8-5/2016-SS dated 13.7.2016 was sent containing the course of action and activities to be adopted in connection with Aadhaar enrolment and seeding of bank accounts with Aadhaar as well well submission of on-line proposals on NSP.

1. An excel sheet format each in respect of NMMSS and NSIGSE is enclosed herewith for collection of information from the Head Masters/Principals of concerned schools of beneficiary students. The information in hard/soft copy may be obtained from the Principals of the schools of the beneficiary students of 2016-17 for each of these two schemes who will also verify the information of the students before sending it to the District Education Officers (DEOs).
2. The DEOs will upload the information on NSP for all beneficiaries with Aadhaar seeded bank account details in their Districts after its verification.
3. DEOs will submit the information to State Nodal Officers on-line over portal.
4. The State Nodal Officers after verifying information will submit the proposals on NSP over Digital Signature Certificates (DSCs).
5. All these processes are to be completed in the prescribed time schedule. In respect of NMMSS, the fresh proposal for class IX as well as renewals for classes X, XI and XII are to be uploaded on NSP separately for each class.

A National Workshop/Training Programme for all State Nodal Officers of these two schemes is being organised to familiarize them with the functioning of NSP on l7th August, 2016 at New Delhi for which letters have already been sent requesting State Nodal Officers to attend this workshop.

The attention of all the District Educational Officer's in the state is invited to the reference 2nd read above and they are informed that a separate excel sheet /format is communicated by the Government of India for each of the two Centrally Sponsored Schemes i.e., National Means-cum-Merit Scholarship Scheme(NMMSS) and National Scheme of Incentive to Girls for Secondary Education (NSIGSE) for obtaining of the information.

Therefore they are requested to obtain the information in the new format (copy enclosed) from the Principals of the schools of the beneficiary students of NSIGSE for 2016-17 and verify the information before sending it to the District Educational Officer, and the DEO's in turn upload the information on NSP pertaining to all the beneficiary students with Aadhaar seeded bank account details in their Districts and after verification of the same they will submit the information on-line to the State Nodal Officers on National Scholarship Portal (NSP2.0) and the whole process must be completed by 24th August 2016This item of work should be treated as Most Urgent.
