"Deen Dayal SPARSH Yojana" Scholarship Scheme: A philately scholarship scheme "Deen Dayal SPARSH Yojana" has been launched by Department of Posts, Ministry of Communications on 03rd Nov., 2017 for the students of class VI to IX. Students having good academic record and pursuing philately as a hobbv will be awarded scholarship on the basis of Philately Quiz & Philately Project to be conducted by circle offices . Deen Dayal SPARSH Yojana" (Scholarship for Promotion of Aptitude & Research in stamps as a Hobby) aims at encouraging the hobby of stamp collection among young generation. A Postage Stamp illustrates and reflects a lot about the socio economic political reality of the period in which the stamp is issued or the theme on which it is issued. Philately educates by expanding knowledge about interesting details of politics, history, prominent personalities, national and international events, geography, flora and fauna, agriculture, science, monuments, soldiers, warriors, scientists, modes of transport etc through means of commemorative postage stamps. The scheme intends to promote Philately among children at a young age in a sustainable manner that can reinforce and supplement the academic curriculum in addition to providing a hobby that can help them relax and de-stress.

 In addition, it is expected that through the world of stamps, children would be motivated towards the art of letter writing which is a beautiful way of expression, cultivating in them the skills of organizing, structuring and conveying their thoughts.

It is, therefore requested that all concerned may be informed about the philately scholarship scheme "Deen Dayal SPARSH Yojana" so that a large number of students can participate and be benefitted.

Deen Dayal SPARSH Yojana (Scholarship for Promotion of Aptitude & Research in Stamps as a Hobby): Philately is the collection and study of Postage stamps. It also entails the collection, appreciation and research activities on stamps and other related philatelic products. The hobby of collecting Stamps includes seeking, locating, acquiring, organizing, cataloguing, displaying, storing, and maintaining the stamps or related products on thematic areas. Stamp collection as a hobby has lot of educational benefits as it teaches a lot about ; the socio economic political reality of the period in which the stamp is issued or the theme1.t on which it is issued. Maintaining a collection can be a relaxing activity that counteracts the stress of life, while providing a purposeful pursuit which prevents boredom. The hobby leads to social connect between people with similar interests and the development of new friendships. Collecting also hones the memory skills by working on the need of the human brain to catalogue and organize information and give meaning to ones actions.

Reinforcing the efforts aimed towards increasing the reach of Philately, the Department of Posts is launching a Scholarship Scheme called Deen Dayal SPARSH Yojana to award children in the class category of Standard VI to IX. Under the Scholarship for Promotion of Aptitude & Research in Stamps as a Hobby or Deen Dayal SPARSH Yojana it is proposed to award annual scholarships to those students who have good academic record and also pursue Philately as a hobby. The objective of the scholarship is to "Promote Philately among children at a young age in a sustainable manner that can reinforce and supplement the academic curriculum in addition to providing a hobby that
can help them relax and de-stress".

Details of the Scheme
Under the Deen Dayal SPARSH Yojana, it is proposed to: Award 920 scholarships to students at PAN India level for pursuing Philately as a hobby.
Every Postal Circle will give maximum of 40 scholarships to 10 students each from Standard VI, VII, VIII & IX.
The scholarship amount will be disbursed quarterly to regular students studying in class VI-IX in recognized schools.
Scholarship will be provided to students who satisfy the eligibility condition and qualify in the selection procedure.
The amount of Scholarship is to be Rs. 6000/- per annum @ Rs. 500/- per month. Selections to the scholarship would be for one year and there would be no bar on an already selected student applying for the scholarship next year provided he/she fulfils other criterion.
Every prospective school which participates in the competition would be assigned a Philately Mentor to be chosen from amongst the renowned Philatelist.
The Philately Mentor would help in formation of the School level Philately Club, providing guidance to young and aspiring Philatelist on how to pursue the hobby and also helping the aspiring Philatelists on their Philately Projects etc.

Eligibility condition:
Candidate must be a student of a recognized School within India
Concerned School should have a Philately Club and the candidate should be a member of the Club,
In case the School Philately Club hasn't been established a student having his own.

The candidate must have good academic record. At the time of selection for award of scholarship the candidate must have scored at least 60% marks or equivalent grade/ grade point in the recent final examination. There will be 5% relaxation for SC/ST.

Selection Procedure
Selections under the Deen Dayal SPARSH Yojana would be made based on the evaluation of Project work on Philately & performance in Philately Quiz conducted by the Circles.
A committee constituted at the circle level consisting of Postal Officials and renowned Philatelists would evaluate the Project work on Philately submitted by the candidate.
List of Topics on which Project has to be made would be provided by the circles while issuing the notifications.

Disbursement of Scholarship:
The awardees will be asked to open Joint account with parents in India Post Payment
Bank or Post Office Savings Bank in a branch, which has core banking facility
Each Postal Circle will select the awardees and hand over the list of beneficiaries to IPPB/POSB for payment of scholarship . IPPB/POSB will ensure that the scholarship is paid to awardees on quarterly basis (Rs. 1500/- each quarter) after getting the list from each Circle


Deen Dayal SPARSH Yojana Scholarship Scheme: Minister of Communications Shri Manoj Sinha today launched a Pan India scholarship program for school children called Deen Dayal SPARSH Yojana to increase the reach of Philately. Under the scheme of SPARSH (Scholarship for Promotion of Aptitude & Research in Stamps as a Hobby), it is proposed to award annual scholarships to children of Standard VI to IX having good academic record and also pursuing Philately as a hobby through a competitive selection process in all postal circles. Briefing the media after the launch of the scheme, Shri Sinha said that under the scheme, it is proposed to award 920 scholarships to students pursuing Philately as a hobby.  Every Postal Circle will select a maximum of 40 scholarships representing 10 students each from Standard VI, VII, VIII & IX. The amount of Scholarship will be Rs. 6000/- per annum @ Rs. 500/- per month.

The Minister said that to avail this scholarship, a child must be a student of a recognized school within India and the concerned school should have a Philately Club and the candidate should be a member of the Club. In case the school Philately Club hasn’t been established a student having his own Philately Deposit Account will also be considered.
