World Disabled Day Celebrations on 03.12.2019, Guidelines, Instructions and Expenditure norms: The annual observance of the International Day of Disabled Persons was proclaimed in I 992, by the United Nations General Assembly resolution 47/3. The observance of the Day aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities. It also seeks to increase awareness of gains to be derived from the integration of persons with disabilities in every aspect of political, social, economic and cultural life.

Subject: TSS Hyderabad - IE - Celebration of World Disabled Day on 03.12.2019 at Mandal Level - Conduct of Parent Sensitization Programme and other activities - Orders - Issued.

Reference: Minutes of the Meeting of the PAB held on 21st May, 2019 to consider the AWP & B 2019-20 of Telangana Samagra Shiksha communicated vide Lr.F.No.6-2/2019-IS-12, Dated 11.07.2019 of the Under Secretary to the Gol, New Delhi.

All the District Educational Officers & EO-DPOs, SS in the State are informed that World Disabled Day has to be celebrated on 03.12.2019 at the Mandal Level in the erstwhile Mandals (467) in the Districts at Bhavitha Centres (IERCs). Parent Sensitization, Sports/Events for CwSN and other activities are to be conducted under this programme by inviting the parents of all the CwSN as follows:
1. Registration.
2. Inauguration.
3. Introductory Video Clipping on different types & causes of disabilities.
4. Parents interaction on Video Clipping.
5. Explaining the parents on the services provided under SSA.
a. Assessment Camps and supply of Aids & Appliances.
b. Special Training in the Bhavitha Centres (IERCs).
c. Home Based Education.
d. Therapeutic Services.
e. Logistic support to Minor Corrective Surgeries.
f. Transport/Escort Allowance to CwSN in attending IERC/School.

6. Welfare Schemes for CwSN.
7. Distribution of aids and appliances available at Centres for the require /needy CwSN.
8. Demonstration on use and maintenance of Aids & Appliances.

9. Success Stories display.
a. Message by successful disabled persons.
b. Video clipping of successful person/film show.
c. Display of Photos/Paper clippings.

10. Conduct of Sports, Games, Cultural activities for CwSN by involving IERPs and if required take the help of PET also.
11. Parent Interaction and feedback.
12. Distribution of Prizes to winners.
13. Documentation.

The Mandal Level Public Representatives and Mandal Level Officers (MROs/MPDOs) may be invited to this programme and the prizes to winners may be distributed by them. NGOs and other employees working for CwSN may also be invited for the programme.

In order to organize the above programme, sanction is hereby accorded for transfer of an amount of Rs. 46,70,000/- (Rupees Forty Six Lakhs Seventy Thousand only) to the DEOs & EO-DPOs, SS in the State as below @ Rs.10,000/- (Rupees Ten Thousand only) per Mandal for 467 Mandals to enable to release to the respective MEOs in the districts.

Expenditure norms:
The Financial Norms to meet the expenditure from the allocated amount of Rs.10,000/- (Rupees Ten Thousand only) per Mandal are as follows
Activity and Unit Cost for Physical allocation
1. Travel Cost for parents only: Unit Cost - Rs.100/ (actual to be paid) : Physical: 30; Allocation= Rs.3,000/
2. Tea & Snacks: Unit Cost Rs.10/; Physical: 50; Allocation Rs. 500/
3. Lunch: Unit Cost Rs.60/; Physical: 50; allocation: Rs.3,000/
4. Mementos/Prizes, Flexi Banner, Documentation & Venue arrangement: Unit Cost Rs.1500/; Physical:1; Allocation: Rs.1,500/
5. Sports/Events for CwSN --- CwSN in the Mandal; Allocation: Rs.2,000/
Total Rs.10,000/-

Therefore, the DEOs & EO-DPOs, SS in the State are requested to release the amount to the MEOs immediately duly instructing them to adhere to the Financial Norms and see that the Programme is conducted at Mandal Level in all the Bhavitha Centres (IERCs) in the District (if there are two or more centers in a Mandal, then the programme has to be conducted at one place covering the remaining centres). Further, they are requested to furnish neat documentation on conduct of this programme by 10.12.2019.

The Finance Controller of this office is hereby authorized to draw the amount and transfer the amount to the DEO & EO-DPOs of SS in the State as above. The expenditure is debited to the activities as mentioned here under.



Guidelines:
1. Organize world Disabled Day in all Bhavitha(IERCs) centres only if there are Two or More centres in any Mandal, merge the centres for organization of World Disabled Day only on 03.12.2019
2. Organize relevant sports, Games, cultural programmes e.t.c for CWSN with the help of IERPs. If required take the help of PET.
3. Invite Mandal Level Public representatives & Officers like (MPDOs,MROs) to this programme and Distribute prizes to winners.
4. Expenditure may be spent strictly as per the norms given above.
5. Distribute aids and appliances available at centres for the required / Needy CwSN.
6. Invite all CwSN along with parents studying in the Schools also to attend the programme.
7. Invite NGOS or other employees working for CwSN.
8. Organize photo exhibition to explain the activities of SSA for CwSN.
9. Collect the documents from IERCs and submit one good document to DSE& E.O SPD.T.S.

Therefore all the District Educational Officers & E.O Project Officers of TSSA are requested to organize the "World Disabled Day" in all Bhavitha Centres on 03.12.2019 success

In this connection, they are requested to ensure that different activities are undertaken on this occasion at school/mandal level and district level as per the guidelines appended. They are requested to appropriately utilize the budget given in the guidelines and strive hard to the maximum extent and utilize the opportunity to sensitize the community about the various activities undertaken by SSA for the welfare of CwSN.

They are also requested to strictly adhere to the prescribed guidelines for the smooth conduct of the "World Disabled Day" in a befitting manner. They are also requested to submit a detailed document to the undersigned immediately after completion of celebrations.



World Disabled Day Celebrations
The estimated one billion people living with disabilities worldwide face many barriers to inclusion in many key aspects of society. As a result. people with disabilities do not enjoy access to society on an equal basis with others, which includes areas of transportation, employment, and education as well as social and political participation. The right to participate in public life is essential to create stable democracies, active citizenship and reduce inequalities in society.

Persons with disabilities must be able to fulfil their role in society and participate on an equal basis with others. It is important to focus on the ability and not on the disability of an individual. Often, the societal image of persons with disabilities is impacted by attitudes based on stigma and discrimination, as well as archaic ideas about disability and persons with disabilities that are often the greatest barrier to their full and equal participation in society and development on an equal basis with others. It is important to note that disability is part of the human condition, and that all of us either are or will become disabled to one degree or another during the course of our lives.

By promoting empowerment, real opportunities for people are created. This enhances their own capacities and supports them in setting their own priorities. Empowerment involves investing in people - in jobs, health, nutrition, education, and social protection. When people are empowered they are better prepared to take advantage of opportunities, they become agents of change and can more readily embrace their civic responsibilities.

Improving disability data and statistics:
The lack of data and information on disability and the situation of persons with disabilities at the national level contribute to the invisibility of persons with disabilities in official statistics. This presents a major obstacle to achieving development planning and implementation that is inclusive of persons with disabilities.

The Day will also be used to highlight challenges and map out strategies to involve persons with disabilities and their organizations in disability data and statistics collection and dissemination.

A meeting with concerned departments may be conducted to have a common strategy for collection of data and to maintain the data in common hub.

Events/Activities to be taken up on the day:
Programme has to be planned both at mandal and district level. TI1e details of the programme of each level is as follows. The details of the programme are as follows:

I. Programme at Mandal Level
Programme has to be taken up in all mandals@ 10 identified schools per mandal.

II. School Level Programme:
a. Morning Session: (09.00 -12.30)
School Assembly (Prayer): Importance of World Disabled Day - Teacher/ Students
Photo Exhibition of successful CwSN and elders with disability includes new paper clippings
Debate & Essay writing competitions for children (classes 5th - 7th)
Topics for the debate or essay writing competitions :
1. Vykalyam - piIlala ku Shapama?
2. Vykalyam gala pillalu class lo vundochha?
3. Nenu - Naa Nestam (a disabled Friend)

b. Afternoon Session: (1.00 3.30)
FILM SHOW to be arranged in school in the afternoon (Few films are suggested below however the HM can take decision in selecting the movie but it should be related disabled children)

Estimated Budget for sehool level programme: For identified 10 sehools @Rs.1000/-per school
