Jal Shakti Abhiyan Activities in TS Schools 2019 for Water conservation and Water security

Rural Development Department has launched Jal Shakthi Abhiyan (JSA) in 21 districts which have been facing water shortage due to deficit rainfall for the past few years. The officials of the RD department conducted awareness campaign in these districts on water harvesting. District Collectors, people's representatives, students and NGOs took part in the campaign. The districts in which JSA was launched are Warangal (R), Suryapet, Wanaparthy, Sricilla, Rangareddy, Hyderabad, Siddipet, Adilabad, Nagarkurnool, Medak, Kamareddy, Bhupalpalli, Karimnagar, Jagtial, Sangareddy, Mahabubabad, Warangal (U), Mahbubnagar, Nizamabad, Medchal and Bhongiri. The programme is implemented under the aegis of the Union Rural Development and Jal Shakthi Department. Also Read - Met Dept issues heavy rainfall warning for next 5 days

The Centre has selected 256 water stressed districts under the JSA programme. The first phase of the programme would conclude on September 15. The second phase will begin in October. The programme has been launched as several districts in the country have been experiencing deficit rainfall. With the shortage in the rainfall, most of them are on the brink of experiencing draught conditions.

There is a need to conserve water and to store the rainwater through various measures. The measures include water conservation and rainwater harvesting, renovation of traditional water bodies or tanks, borewell recharge structures, watershed development, and intensive afforestation. Apart from them, development of an integrated block and district water conservation plans which will incorporate the district irrigation plans, promoting efficient water use for irrigation by shifting to micro irrigation systems for water intensive crops through intensive use of IEC, motivating farmers to move to better choice of crops (More Crop per Drop) through initiatives like Krishi Vigyan Kendra (KVK) Melas, engagement of national level scientists and IITs, and targeted communication on water conservation have also been planned. It has been proposed to encourage rooftop rainwater harvesting structures at individual households, construction of check dams, trenches, and farm ponds.

The Centre has identified that negligence of traditional water sources was one of the reasons for the water shortage. The report on this issue said that as per the 5th minor irrigation census of Ministry of Jal Shakti (Department of Water Resources River Development and Ganga Rejuvenation), there are 5.92 lakh water bodies providing surface flow irrigation. The surface flow schemes consist of tanks, check-dams, structures and can serve as water conservation cum ground water recharge scheme. In addition to these, there are varied traditional water harvesting techniques that reflect the geographical peculiarities and cultural uniqueness of the regions. Many of these water bodies have gone into disuse because of the surge in groundwater-based irrigation systems, inadequate maintenance, encroachments, illegal diversion of land for construction purpose and others.

Jal Shakti Abhiyan Activities proceedings

About Jal Shakti Abhiyan:
Phase I: 1st July to 15th September 2019 (all States)
Phase II: 1st October to 30th November 2019 (States with retreating monsoon)

Inspired by the Hon’ble Prime Minister’s impetus on Jal Sanchay, the Jal Shakti Abhiyan (JSA) is a time-bound, mission-mode water conservation campaign. The JSA will run in two Phases: Phase 1 from 1st July to 15th September 2019 for all States and Union Territories; and Phase 2 from 1st October to 30th November 2019 for States and UTs receiving the retreating monsoon (Andhra Pradesh, Karnataka, Puducherry and Tamil Nadu). During the campaign, officers, groundwater experts and scientists from the Government of India will work together with state and district officials in India’s most water-stressed districts* for water conservation and water resource management by focusing on accelerated implementation of five target intervention. The JSA aims at making water conservation a Jan Andolan through asset creation and extensive communication. *Water-stressed districts: Districts with critical or over-exploited groundwater levels as per the Central Ground Water Board (CGWB) 2017. For states without critical and over-exploited groundwater levels, districts with the least availability of groundwater in comparison to the rest of the districts in the state have been selected.

Jal Shakti Abhiyan for Water Conservation Launched:
Coordinated Action Rolls out following Prime Minister’s Clarion Call
Union Jal Shakti Minister, Shri Gajendra Singh Shekhawat has announced the commencement of the Jal Shakti Abhiyan - a campaign for water conservation and water security. The campaign will run through citizen participation during the monsoon season, from 1st July, 2019 to 15th September, 2019. An additional Phase 2 will be run from 1st October, 2019 to 30th November, 2019 for States receiving the North East retreating monsoons. The focus of the campaign will be on water stressed districts and blocks.

The Prime Minister, Shri Narendra Modi, in his Mann Ki Baat address on June 30 had given a clarion call to citizens to join hands for water conservation and create a jan-andolan along the lines of the Swachh Bharat Mission, to save water and secure the future. The Prime Minister invited ideas, traditional knowledge, initiatives undertaken, success stories, and films made on water conservation from common citizens, celebrities and NGOs alike.

The government aims at providing drinking water to every household on priority and in a sustainable manner. The Minister said that the Jal Shakti Abhiyan should bring positive change in people for water conservation. Mentioning the impact of PM’s recent letter to more than 2.3 lakh Sarpanches, the Minister said that it will help people to work for rain water harvesting, maintenance and upkeep of ponds and village tanks and conservation of water. The Union Minister invited the media to actively participate in these efforts.

The Minister also released video of a public service announcement carrying the message of the Prime minister for all citizens to join the water conservation efforts in a proactive manner. To ensure five important water conservation interventions. These will be water conservation and rainwater harvesting, renovation of traditional and other water bodies/tanks, reuse, bore well recharge structures, watershed development and intensive afforestation.  These water conservation efforts will also be supplemented with special interventions including the development of Block and District Water Conservation Plans, promotion of efficient water use for irrigation and better choice of crops through Krishi Vigyan Kendras.

A large-scale communications campaign has also been planned alongside the JSA involving mass mobilisation of different groups including school students, college students, swachhagrahis, Self Help Groups, Panchayati Raj Institution members, youth groups (NSS/NYKS/NCC), defence personnel, ex-servicemen and pensioners, among various others.
